On January 26, 2021, John A. Biek moderated a panel entitled “Watch Where You Step! States March to a Different Drummer on Federal Tax Legislative Changes” at the ABA Tax Section Virtual 2021 Midyear Tax Meeting. The program covered The Coronavirus Aid, Relief, and Economic Security Act (the “CARES Act”), a $2 trillion federal stimulus package that was signed into law on March 27, 2020. The Act included several tax provisions that raised SALT conformity issues, including provisions relating to net operating losses, interest expense limitations, treatment of government equity interests, depreciation, and tax treatment of paycheck protection program (PPP) loans.
