McNulty's article, "Unlicensed Practice of Law Issues in Property Tax Assessment Appeals: The Search for a Uniform Rule," was published in Vol. 15, Issue 1, of the Journal of Property Tax Assessment & Administration, a joint publication of the International Association of Assessing Officers (IAAO) and the International Property Tax Institute (IPTI). The article discusses what acts constitute the practice of law in the area of property tax assessment appeals, and therefore can only be undertaken by licensed lawyers.
